The purpose of the Principal Officer (Statewide Utilities) is to lead and represent TMR interests in project coordination, stakeholder management and contract administration. You will assist the Manager to lead strategic, high-level relationships with third-party utilities (electricity, gas, telecommunications, water, renewables and wastewater) stakeholders across Queensland with a focus on operational matters to support improved processes, outcomes and governance in utility management for the Department of Transport and Main Roads (TMR).

We are seeking a Principal Officer (Statewide Utilities) to join our team based in Brisbane.
Mandatory qualifications and conditions
• Academic qualifications in project / contract management, business or other relevant degrees.
Requirements of the role
• Thorough knowledge and experience of public utility plant and road infrastructure construction project methodology and delivery of government objectives with a strong focus on achieving value for money. Proven ability to manage project schedules, competing priorities, and operational conflicts effectively.
• Demonstrated Negotiation Skills with proven abilities to apply strategies and methodology to influence successful negotiations, engaging with legal, financial and technical expertise to deliver acceptable outcomes for TMR.
• Demonstrated project and contract management experience within a transport or utilities management context. Proven ability to navigate complex transport infrastructure and utilities legislation
• Provides clear and concise advice and well reasoned advice to support executive level briefing notes, ministerials, reports, and correspondence in accordance with departmental standards and requirements within a transport or utilities management context.
• Well-developed abilities and skills in stakeholder management and dispute resolution, in particular managing diverse stakeholders both internal and external to deliver strategic outcomes.
• Demonstrated expertise in project and contract administration with a focus on processes and frameworks within a government context.
