Principal Cultural Heritage Officer

As the Principal Cultural Heritage Officer, you will provide high level leadership and cultural heritage management expertise across the Rail Infrastructure Delivery portfolio also providing support to the broader Rail Division as required.
You will provide leadership and support to the branch and project teams at planning, design, and construction phases in meeting project commitments regarding cultural heritage management. In addition, you will lead the fostering and maintenance of strategic alliances with internal and external clients including Traditional Owners and/or their agents. You will provide leadership and innovation in the sector, not just legislative compliance.

Some of your responsibilities will include:
• Lead the building and maintenance of operational and strategic relationships with Traditional Owner Groups including managing effective consultation and negotiations these key stakeholders, including the development of program and project Cultural Heritage Management Plans and Agreements.
• Monitor and respond to new and emerging cultural heritage issues for the department providing strategic advice with whole of government focus and identifying opportunities to align solutions with other areas of TMR.
• Project manage cultural heritage requirements as it relates to Project activities, including:
o be the key point of contact for the relevant Aboriginal parties and/or their agents, as well as other stakeholders concerned with the management of cultural heritage relevant.
o proactively coordinate with Aboriginal parties for upcoming works, ensuring adherence to all required notification processes and timeframes to meet program requirements.
o be accountable for project managing and reporting on all program cultural heritage activities, including provision of cultural heritage services, financial/budget forecasting and performance.
• Provide expert advice and recommend solutions on cultural heritage issues. Manage cultural heritage performance matters including industry standard best practice where applicable. Analyse a wide variety of technical and performance related information using multiple tools and systems.
• Build and maintain effective relationships within TMR and with other agencies and organisations to ensure TMR effectively manages cultural heritage issues.
• Represent the department on cultural heritage matters at various internal and external forums, workshops and events.
• Contribute to the development and review of cultural heritage legislation and whole of government policies as it relates to the rail program.
• Implement the requirements in the Branch and projects of TMR's Cultural Heritage management systems and other policies, manuals, guidelines, and technical notes to ensure legislative requirements are met.
• Contribute to the departmental and whole of government cultural heritage reporting requirements for the Rail Division.
• Lead relevant rail project auditing programs and incident report reviews.
• Manage and report on the rail projects Cultural Heritage program, procurement activities and financial/budget performance.
• Lead the Cultural Heritage management, developing skills, ensuring health and wellbeing and supporting the performance of both employees and contractors in the branch.
• Contribute to a high performing team through active participation and engagement to share information and provide support, guidance, and leadership. Work collaboratively to share skills and knowledge across the region, liaising with relevant CHO frequently.
• Other day-to-day tasks consistent with the role as assigned by your Project / team leader.
