The Executive Director, Sector Commissioning and Contracting, Sector Services, leads the development, management, and delivery of innovative, accountable commissioning and contracting practices aligned with the department's housing and homelessness investments. This role fosters collaboration with non-profit, for-profit, and government partners to build an efficient, integrated, outcomes-focused service system that improves long-term outcomes for vulnerable individuals and communities. Responsibilities include planning, procurement, contract management, performance monitoring, and evaluation. Programs and contracts must align with the housing strategy, reflect innovative practices, and adapt to market conditions. The role oversees over 2,000 contracts with 300 service providers, ensuring robust frameworks drive accountability, optimise performance, and delivers value for investment.

The Executive Director ensures the timely delivery of new programs and products through robust commissioning practices, planned procurement, and grants rounds. They engage subject matter experts and relevant teams, particularly for capital projects involving tenancy, property management, and support services. Additionally, they serve as a central point of expertise and influence for cross-agency investment in programmatic responses and the delivery of government priorities.

Strong engagement with regional staff, the community sector, and industry partners is critical to understanding regional service systems and shaping future investment in services that deliver the greatest outcomes for Queensland communities. The Executive Director works collaboratively with internal and external stakeholders to influence and leverage investment by other government agencies in programs that support all Queenslanders.

We are seeking a dynamic leader with outstanding judgement, high-level integrity, ethics, and probity. The successful candidate will demonstrate agility in adapting to a constantly changing environment, a strong achievement orientation, and excellent communication and negotiation skills. They will provide high-level leadership and strategic advice while working collaboratively with stakeholders to achieve departmental outcomes.

What We Are Looking For
We are seeking a dynamic and experienced leader with:

  • A proven track record of success in leading commissioning and contracting activities within a large and complex organisation.
  • Expertise in managing large-scale contracts and partnerships, ensuring accountability, performance, and value for investment.
  • Strong capability in risk management, quality assurance, and governance to deliver high-quality outcomes.
  • Demonstrated ability to build and sustain collaborative relationships with stakeholders, including government agencies, non-profits, and industry leaders.
  • A commitment to evidence-based decision-making and continuous improvement to deliver innovative and effective solutions for complex community needs.
  • Outstanding judgement, high-level integrity, and the ability to adapt to a constantly changing environment.

This role requires a leader who can inspire and mobilise a high-performing team, foster collaboration across sectors, and deliver strategic outcomes that align with the department's vision for housing and homelessness services in Queensland.

The essential requirements for this role are:

  • a record of success as a leader in a large and complex organisation with an outstanding leadership ability and extensive experience across the public, private and/or not for profit sector.
  • a proven track record in leading the development, implementation and ongoing evaluation and review of programs and priorities to support the Government's strategic policy direction.
  • a proven track record as an agent of change in challenging environments and in fostering a confident and capable workforce.
  • a strong background in navigating and managing highly complex stakeholder engagement and relationships.
