Principal Analyst

The Assurance Team has responsibility for monitoring the performance of the NDIS from the perspective of the Queensland Government, the Queensland community and, most importantly, Queenslanders with disability who rely upon the delivery of high quality and safe NDIS services.
The Principal Analyst is responsible for leading the analysis and oversight of care and support sector service systems, including extracting data from large datasets, data management, data analysis, monitoring and reporting. The role will suit a client focussed individual who has a proven track record as a skilled data analyst, a critical thinker and accomplished communicator who can work effectively in a high-pressure environment to achieve quality outcomes.

The Principal Analyst's key responsibilities are:
- Provide informed advice to the department and government on complex operational, program, policy and legislative issues relating to disability reform and the broader care and support sector in Queensland with a particular focus on the NDIS and impacts for people with disability, including:
- outcomes achieved for people with disability
- level of public confidence in the disability service systems
- productivity/value for money from Queensland Government's investment
- sustainability of disability service systems in Queensland.
- Use contemporary methods to extract relevant information from large datasets and identify information from a wide range of sources.
- Critically analyse available data and build a body of evidence in relation service access equity in the care and support sector, and progress of the implementation of the disability reform agenda.
- Prepare and contribute to a range of written materials including cabinet submissions, executive correspondence, briefing material, reports, speech notes and information papers concerned with the programs and initiatives delivered by the business unit.
- Report complex evidence/information in a manner that is easily understood by a range of audiences.
- Liaise, consult and negotiate with internal and external stakeholders to support the development and implementation of whole-of-government policy and program initiatives relating to disability service systems.
- Support the division's data custodian responsibilities through the management of data systems, data security and privacy, records management and data-sharing arrangements; and manage the team's data and reporting resources to ensure accessibility and replicability.
- As a senior member of the team, undertake tasks allocated by the Manager and/or Director in a constantly changing work environment to support innovation and efficient delivery.
- Model and exercise leadership to contribute to a positive work culture aligned to the public sector values; and provide supervision, coaching / mentoring to less experienced members of the team.
Your mandatory requirements
- Advanced Power BI/Power Query capability.
- Well-developed skills and experience in the use of contemporary practices, resources and software in analysing and extracting data from large datasets, data management and data analysis with a preference for academic or professional background in data analysis and science, data management and/or statistics.
- Experience in delivery of data projects and/or delivering data-informed insights in any sector.
- Well-developed skills using software for data analysis and a willingness to develop skills in the use of other software programs.
- Well-developed skills using data visualisation/reporting tools and software to develop reports and present information, including:
- Experience in dimensional data modelling design and implementation in Power BI
- Proven experience in the creation and maintenance of reporting and business intelligence dashboards using Power BI
