The Infrastructure team is part of Service Planning & Infrastructure (SPI), within the Integrated Network Operations (INO) Branch, responsible for planning, coordinating, and operating Queensland's multi-modal transport network. INO's objective is connecting Queenslanders by prioritising network optimisation and resilience, leveraging innovation and technology to provide all users with safe and reliable journeys.
SPI aims to increase public transport use by effectively planning and delivering multimodal network improvements.
THE ROLE:
The purpose of the Senior Program Officer (Passenger Transport Integration) is to manage the program management functions for TMR's statewide planning and delivery programs for passenger transport infrastructure investment, including the Passenger Transport Infrastructure Investment Program (PTIIP). You will also be responsible for the coordination of program risk, assurance, and benefits management activities, as well as the integration between the PTIIP and other passenger transport services and operational programs relating to public transport infrastructure.
Some of your responsibilities will include:
- Contribute to the coordination of the statewide PTIIP supporting the development of program strategies and plans ensuring alignment with strategic priorities, risk management practices, and delivery timelines.
- Develop and oversee governance frameworks to ensure compliance with organisational policies and support continuous improvement in governance and assurance maturity.
- Ensure robust program governance, risk, assurance and benefits management arrangements to enable informed decision making and accountability.
- Build and maintain productive relationships with internal and external stakeholders to support integrated planning, delivery and evaluation across passenger transport initiatives.
- Prepare high-quality reports and recommendations, clearly articulating program outcomes, benefits, risks, and resourcing needs to enable informed decision-making by senior management and governance groups.
- Identify and implement opportunities to enhance program management capability and practices, including financial reconciliation, benefits realisation, and assurance processes.
ABOUT YOU:
The ideal candidate for this role will bring proven program management experience in complex environments, with the ability to coordinate diverse contributors and deliver outcomes within project timelines. You'll have strong expertise in developing and managing program governance frameworks and applying best practice methodologies. MSP or equivalent qualifications are desirable. Proficiency in risk management, assurance, and benefits realisation, along with the ability to navigate competing priorities and interdependencies, will be critical to your success.
You will demonstrate exceptional communication and interpersonal skills, enabling effective collaboration with stakeholders and the ability to tailor messages to various audiences. You'll also have a talent for producing high-quality written and verbal communications, including clear, decision-ready reports that outline key options, risks, and recommendations. A proactive approach to fostering a positive team culture and driving program improvements will set you apart.
