The European Train Control System (ETCS) team is responsible for the ETCS Program, which is a portfolio of projects and initiatives to implement the signalling requirements of TMR’s Rail Network Strategy (RNS). It will transition the South-East Queensland (SEQ) rail network to ETCS operations and plays a vital role in delivering additional safe and reliable public transport services and additional network capacity to meet increasing demand due to Queensland’s growing population.

In the role of Manager (Projects) you will be responsible for the leadership, management and coordination of ETCS projects to ensure their effective delivery. You will provide high-level support to the Program Director (ETCS) and Executive Director (ETCS) to contribute to the successful delivery of ETCS projects and investment program requirements.

The Passenger Rollingstock and Signalling Branch (PRS) is delivering and managing rollingstock and signalling projects that are innovative, integrated and accessible to meet the growing demand for rail services in South East Queensland. 

In the role of Manager (Projects) you will be responsible for the leadership, management and coordination of ETCS projects to ensure their effective delivery.

You will provide high-level support to the Program Director (ETCS) and Executive Director (ETCS) to contribute to the successful delivery of ETCS projects and investment program requirements.

Some of your responsibilities will include: 
•    Lead, manage and coordinate business case development activities and team members to support successful delivery of the ETCS Program and broader ETCS Deployment Plan. 
•    Using program and project management methodology to effectively lead the ETCS Program Management Office (PMO), including projects governance, schedules, risk and supplier contractual arrangements to deliver projects on time and budget. 
•    Developing and overseeing financial controls and strategies that are aligned with project goals and organisational objectives, including budgeting, forecasting, and financial planning processes for projects and teams. 
•    Ensuring that projects follow required approval processes and meet applicable governance requirements. 
•    Develop, maintain and oversee key project documentation in support of the delivery of high-quality outputs through the project delivery lifecycle including cabinet papers, submissions and decision briefs. 
•    Oversee contractual documents to ensure compliance and alignment with project objectives, including managing contracted work for project outcomes. 
•    Leadership and people management including the management of employees and contractors' recruitment, engagement, performance, development and team culture. 
•    Develop and maintain effective relationships and communications with stakeholders that manage, report, and deliver ETCS programs and projects. 
•    Analyse and report on project performance and provide continuous improvement of project planning, development, management and delivery.

Highly desirable: 
•    Experience working in a major project environment would be highly regarded. 
•    Experience working within rail signalling would also be highly regarded.  

Requirements of the role: 
•    Proven ability to lead complex infrastructure projects using structured methodologies, including governance, scheduling, risk management, and contract oversight within a rail or transport environment. 
•    Demonstrated experience in managing multidisciplinary teams, including recruitment, performance development, and fostering a collaborative culture across permanent staff and contractors. 
•    Ability to build and maintain effective relationships with internal and external stakeholders. 
•    Skilled in preparing and reviewing strategic documents including cabinet submissions, decision briefs, and business cases that support project approvals and lifecycle milestones.
•    Familiarity with the European Train Control System (ETCS), including its deployment, integration with rollingstock, and infrastructure goals.
•    Experience in managing supplier contracts, ensuring compliance and value for money and contributing to budget planning and resource allocation.
