About the role:

The Manager - Business Partnering, works within the Human Resources Advisory Services (HRAS) Division. The HRAS is a dedicated direct-to-client advisory service for general and operational HR advice and support. HR Advisory Services provide access to quality HR advice easily as well as adequate support to the business areas of the department. The team delivers advisory and operational HR services to client portfolios on people management matters, coaching and guidance on a broad range of HR and employee relations matters in accordance with awards, standards, regulations, directives, policies, and guidelines to improve people management capability and business results across the department.

As the Manager, you will be responsible for leading three HR Business Partnering teams to deliver timely, quality and seamless people services to the organisation's leaders and clients. This role has a strong focus on stakeholder engagement. In addition, you will oversee the provision of expert, authoritative advice and service delivery to client groups within the Department of Health for the timely, fair and proportionate resolution of work performance matters.

Your key responsibilities include:

  • Work collaboratively with the Director, Employment Relations and Business Partnering to continue to implement the business partnership model of service delivery with a focus on providing client focused outcomes that support leaders and clients.
  • Develop and lead specialist business partnership services that engage with the business, delivering integrated fit-for-purpose solutions which add value to our organisation and achieve fair and proportionate outcomes.
  • Provide leadership and direction to members of the HR Business Partnering teams by promoting and maintaining a culture of continuous improvement, peer review and knowledge sharing.
  • Maintain best practice knowledge and understanding of contemporary people management practices, policies, instruments and legislation, and their application to systems and processes that support the delivery of a contemporary business partnerships service.
  • Provide and/or oversee the provision of professional, authoritative and timely strategic advice to the executives and other senior leaders on issues of a sensitive and complex nature.

Role fit:

You bring a proven record of leading a high‑performing HR team within complex employment frameworks, supported by deep expertise in human resources and employment relations. Your highly developed written and verbal communication skills enable you to deliver credible, professional advice to a diverse range of stakeholders on complex HR matters. You are experienced in motivating and developing HR practitioners, fostering a culture of continuous improvement, efficiency, and excellence in service delivery. With strong analytical and critical‑thinking capabilities, you approach challenges with clarity and sound judgement. Your excellent interpersonal skills - spanning negotiation, advocacy, problem solving, and relationship building - allow you to form productive partnerships that drive outcomes. You demonstrate advanced written communication skills, including the ability to research and prepare high‑level documents such as submissions, briefings, and formal advice. Across all responsibilities, you display integrity, resilience, and a disciplined ability to prioritise, meet deadlines, and deliver high‑quality results.
