As Chief People and Impact Officer, you will lead the organisation's people, culture and external affairs agenda - ensuring the RTA not only operates effectively internally, but also engages with greater clarity, purpose and influence externally.

About the RTA

The RTA is a statutory body that plays an essential role in supporting one-third of Queenslanders through fair, accessible and effective rental services and regulation.

We bring the rental sector together by working collaboratively with tenants, property managers and owners, industry stakeholder groups and the Queensland Government to strengthen outcomes and impact for all.

About the Opportunity

This is a senior enterprise leadership role, reporting to the Chief Executive Officer and operating as a member of the Executive Leadership Team.

You will lead the People & Culture business unit, including HR, organisational development and external affairs incorporating communications, media and stakeholder engagement.

The focus of the role is more than just technical delivery – It is enterprise leadership, influence and impact.

You will:

  • Shape and deliver an integrated people, culture and performance strategy aligned to the organisation's next phase
  • Establish and lead a contemporary external affairs function, clarifying how the RTA shows up across its communications and stakeholder landscape
  • Lift leadership capability and accountability, embedding a clearer and more consistent performance framework
  • Strengthen stakeholder engagement to create more strategic, forward‑looking partnerships that deliver joint priorities creating stability and certainty
  • Leverage existing data and sector insights to inform decision-making, support external positioning to drive outcomes
  • Support operating model and capability improvements to deliver organisational priorities.

This role will require you to operate with pace and judgement, knowing where to lean in, where to challenge, and how to bring others with you.

There is a genuine 3–5 year horizon to embed change and position the organisation for sustained performance.

About You

You will be an energetic, curious and pragmatic executive who operates at an enterprise level, is motivated by lifting organisational performance and creating high-performing teams

You are comfortable asking questions, challenging established thinking and working through barriers to achieve better outcomes. At the same time, you lead with integrity, expert judgement and a strong sense of stewardship.

You are likely to bring:

  • Proven experience leading people, culture and organisational development functions in complex environments
  • The ability to connect people strategies to enterprise outcomes, customer experience and system impact
  • Confidence to challenge constructively and elevate peers, helping develop leaders and teams to operate at a higher level
  • Experience in a customer service delivery or operational environments (e.g. people centric services)
  • Skills in communicating the connection of strategy to execution, with the ability to lead the pace and embedding of change
  • A leadership style grounded in transparency, resilience and accountability, with a focus on outcomes as well as care.

You bring the judgement to maintain what is working, while not hesitating to reset where needed, lifting expectations, capability and performance over time.

You may come from the public sector, a regulated environment, or a service‑based organisation. Direct government experience is not essential.
