The Principal Advisor contributes to the effective oversight of complex passenger rail contracts, supporting the delivery of services aligned to government priorities and ensuring strong outcomes for Queensland.
Key responsibilities
• Assisting with the management of large‑scale, complex, performance‑based passenger rail service contracts, ensuring contractual obligations are met through the application, adaptation and continuous improvement of effective contract management frameworks.
• Overseeing performance management frameworks to determine service provider adherence to achieving contract outcomes including reviewing performance data, identifying trends and initiate corrective actions where required.
• Providing high‑quality, authoritative advice and prepare complex correspondence, performance reports, briefing notes, Cabinet submissions and other executive‑level documentation on matters including contract variations, service changes and emerging issues.
• Collaborating with a wide range of internal and external stakeholders across both public and private sector environments to resolve issues and achieve outcomes including at formal governance forums and contract management meetings.
About you
We are looking for someone who brings strong analytical capability, sound judgement and the ability to influence outcomes in complex environments.
To be successful in this role, you will need to demonstrate the following:
• Demonstrated experience in contract management, including application of service contract principles, contract interpretation, governance oversight and alignment with government objectives to achieve value‑for‑money outcomes.
• Proven ability to build, maintain, and effectively leverage relationships with internal and external stakeholders to achieve outcomes, using a collaborative and solutions‑focused approach.
• Highly developed written and verbal communication skills, including experience preparing clear, accurate advice and supporting the development of executive‑level briefing notes, ministerial correspondence, reports and other documentation in accordance with departmental standards.
• Detailed understanding of governance requirements, with the ability to evaluate options, identify risks and take appropriate action to mitigate and manage potential issues.
Desirable qualifications and conditions
• Tertiary qualification in a relevant discipline (e.g. law, contract administration and/or management, business management), or equivalent demonstrated experience is highly desirable.
• Working knowledge of the Queensland rail operating environment including relevant governance and safety considerations.
