Help shape the future culture and workforce experience of the new Woodford Youth Detention Centre. The Principal Advisor – Capability, Culture and Engagement (AO7) leads initiatives that embed culture, values, leadership expectations and capability across a major non-ICT program establishing and operationalising the new centre. Working across organisational, cultural and operational initiatives, the role partners with leaders and stakeholders to create a purpose-driven, values-led environment from the ground up. The role also supports alignment across Youth Detention Services, considering how initiatives may influence broader workforce practices and centre operations.

The Principal Advisor - Capability, Culture and Engagement (AO7) is responsible for leading the design and implementation of culture, leadership and workforce capability initiatives across the program to establish and operationalise the new centre.
The role sits within a large and complex non-ICT program comprising organisational, cultural and operational initiatives required to support the successful establishment and operational readiness of Woodford Youth Detention Centre. The position provides a rare opportunity to help build a new centre from the ground up, embedding culture, leadership expectations and workforce capability into the foundations of how the centre will operate.
Working closely with the Program Director, Program Manager and initiative leads, the role provides specialist organisational development, culture and capability advice to support alignment across multiple workstreams and ensure the program delivers a sustainable, purpose-driven operating environment.
The role is responsible for designing and embedding frameworks, initiatives and approaches that support:
- Workplace culture and behavioural expectations
- Leadership capability and development
- Values-led and purpose-driven ways of working
- Workforce engagement and employee experience
- Integration of culture and capability into operational processes and systems
The role works across a broad range of initiatives to ensure culture and workforce considerations are intentionally embedded into key activities including workforce mobilisation, onboarding, leadership practices, governance processes and operational implementation.
The position also facilitates workshops, co-design sessions and engagement activities to support alignment, collaboration and shared understanding across stakeholders.
Operating within a dynamic and evolving program environment, the role applies strategic thinking, stakeholder engagement and practical problem solving to support organisational readiness and workforce capability outcomes. The position works collaboratively across program streams and contributes to ensuring initiatives are aligned to the broader strategic direction of Youth Detention Services, including consideration of impacts and alignment across other youth detention centres.
The role requires strong influencing and relationship management capability, as outcomes are achieved primarily through collaboration and influence.
