The Principal Vendor and Contracts Officer role requires you to supervise a specialist team that liaise with and build productive relationships across the Information Technology Services (ITS) branch and vendors.

The Principal Vendor and Contracts Officer is responsible for leading, establishing and maintaining an effective working relationship with Department of Justice (the Department) customers, stakeholders and vendors, employing active contract management and regular communication to ensure customer business needs are understood and met. Additional responsibilities include procurement activities, such as invitations to offer, requests for quote, software renewals, general ICT purchasing and contract administration activities.

Your Key Responsibilities:

  • Lead, develop, implement and manage review processes for supplier and contract management effectiveness and implement improvement strategies.
  • Liaise with other business units regarding supplier management and contract management activities, such as advising and providing assistance on new projects, developing annual supplier engagement plans, identifying opportunities to streamline contracts.
  • Lead the management of major contracts and products, including completing of necessary stakeholder consultation, to ensure outstanding issues are resolved.
  • Apply Queensland Procurement Policy Procedures and Financial Management policy and procedures, Contract Law, probity standards and other guiding frameworks relating to supplier management and contracts.
  • Conduct analytical and problem-solving activities in relation to services provided by major vendors.
  • Consult, negotiate, liaise and provide expert advice to staff at all levels regarding the services provided by major vendors.
  • Write and/or review contracts, work orders, complex reports, briefing notes, submissions, departmental and other correspondence in a professional manner and in accordance with departmental standards.
  • Maintain all records in accordance with departmental policy in alignment with IS40 and other departmental record management practices.
  • Maintain knowledge in the Queensland Government ICT contractual frameworks (QITC) and associated policies and procedures.
  • Performs other essential duties and tasks specific to the position, as would be reasonably required.

Technical skills, Abilities asnd Cultural Capability:

  • Lead and assist with the establishment of a cohesive, repeatable working framework that is used in managing relationships and contracts with major vendors who provide operational ICT services to the department.
  • Maintain a positive relationship with vendors and internal customers and actively seek value for money and low risk service provision.
  • Lead ICT sourcing activities and work collaboratively with other parties in the vendor selection, evaluation and transition of products and/or services into operations.
  • Lead contract management activities and work collaboratively and effectively inside and outside the organisation to implement and maintain proactive contract management practices, including creating, measuring, reporting and improving vendor and contract performance metrics.
  • Lead, broker and manage the performance of major vendors against agreed Service Level Agreements, as well as contributing to the development of SLAs for cloud and other ‘as a service' services.
