Assistant Commissioner (Chief Digital Officer)

The Assistant Commissioner (Chief Digital Officer) will be responsible for leading and building the capability of the Digital Services and Information Technology Group. It is responsible for ensuring the effective establishment, planning, and delivery of innovative digital IT services and solutions to support delivery of QCS’s strategic objectives and improved performance and corrective services operations. A key focus of the role will be defining QCS’s technology landscape, implementing a new operating system and associated infrastructure, and leading digital transformation across the organization to enable more efficient and digitally enabled operational delivery.

The primary accountabilities of the Assistant Commissioner (Chief Digital Officer) include:
- Provide strategic leadership and direction to the Digital Services and Information Technology Group to ensure effective IT delivery to support QCS operations; and sound governance, digital transformation and cultural change to support QCS's digital IT agenda.
- Lead the repositioning and building of QCS's Digital Services and Information Technology Group as a key enabler to delivering corrective services in a more efficient and digitally enabled way, and ensure responsiveness to business requirements.
- Define QCS's IT infrastructure blueprint and strategic roadmap to build QCS's digital and IT capability required for organisational success, and to transform the organisation to become more digital and technology driven.
- Develop and implement QCS's digital IT strategy and architecture, frameworks, policies, procedures, and service delivery standards, ensuring alignment to the organisation's strategic objectives, and whole of Government ICT strategy.
- Drive the identification of innovative IT and digital solutions and manage their implementation to ensure QCS delivers high quality and efficient corrective services with a focus on continuous improvement.
- Ensure that QCS's IT architecture, infrastructure, operating systems, networks, databases, and applications are contemporary, robust, secure, reliable, and support more efficient and cost effective operational delivery.
- Lead the development and implementation of sound IT governance and project management frameworks to manage decision making, address identified gaps and strategic risks, and ensure delivery of cost effective ICT projects and solutions. Oversee the digital and IT lifecycle and establish policies and protocols that align business requirements with the most appropriate and cost effective IT infrastructure and solutions
- In partnership with the business, define and implement an IT operating model and structure that best meets QCS requirements for IT and digital services
- Build digital and IT capability and capacity within the Digital Services and Information Technology Group and across the organisation to meet the organisation's current and longer term requirements.
- Provide expert, evidence/ insights-based, and trusted advice to the COO, Commissioner, Deputy Commissioner Organisational Capability, and other Executives on significant, complex and/or high risk digital IT matters.
- Develop strategic relationships and engage with key stakeholders internally and externally regarding the provision of digital IT delivery to QCS including representing QCS in a range of forums/committees to ensure integration with QCS business requirements and whole of Government ICT policy and direction
- Lead and direct the effective use and management of the Group's human and financial resources to deliver services in an efficient and commercially sustainable manner.
