At QPSC, we are seeking a Head of Department (known locally as Head of Department - Vocational Education and Training) to provide both campus-based leadership and strategic leadership of the VET portfolio across our nine campuses.

The role, based at our Toowoomba Campus, is responsible for driving the continuous improvement of curriculum, teaching, and learning, with a particular focus on improving VET outcomes, build staff capability, and promoting a consistent evidence-informed teaching practices across the school.

Within this role you will provide strategic leadership of the College's VET programs and qualifications across all campuses.

Working collaboratively with the RTO Manager, you will lead the development, implementation, and continuous improvement of vocational education programs that support successful student outcomes, qualification completion, and post-school pathways.

A key focus of the role will be reviewing and redeveloping existing qualifications and learning resources to ensure alignment with training package requirements, the Standards for RTOs, QCAA requirements, and contemporary industry expectations.

This includes leading qualification rewrites, updating training and assessment strategies, reviewing assessment tools, strengthening moderation and validation processes, and ensuring consistency of delivery across multiple campuses.

Responsibilities include:

  • Leading the strategic development, implementation, and quality assurance of the College's VET qualifications and programs across all campuses.
  • Working collaboratively with the RTO Manager, Head of Department - VET, Head of Department - VET Online and Outreach, and VET Curriculum Coordinators to ensure high-quality and compliant VET curriculum.
  • Reviewing, rewriting, and redeveloping qualifications, curriculum resources, assessment tools, and training and assessment strategies to meet regulatory and industry requirements.
  • Ensuring compliance with the Standards for RTOs, QCAA requirements, training package specifications, and internal quality assurance processes.
  • Leading moderation, validation, and continuous improvement activities to strengthen the quality and consistency of VET delivery across campuses.
  • Monitoring changes to training packages, compliance requirements, and industry expectations, and implementing required updates to qualifications and resources.

About You:

  • Extensive knowledge of vocational education and training, including training packages, competency-based assessment, and the regulatory requirements of a Registered Training Organisation (RTO).
  • Experience leading the development, review, and continuous improvement of VET qualifications, training and assessment strategies, assessment tools, and learning resources.
  • A strong understanding of the Standards for RTOs, QCAA requirements, validation and moderation processes, and quality assurance systems.
  • Proven ability to build staff capability through coaching, mentoring, professional learning, and collaborative practice, particularly in vocational education and compliance.
  • The ability to establish and maintain strong professional relationships and work collaboratively with internal and external stakeholders.
  • Strong analytical and strategic thinking skills, including the ability to use student achievement, completion, compliance, and pathway data to inform decision-making and drive continuous improvement.
  • Effective organisational and project management skills, including the ability to lead large-scale curriculum redevelopment and compliance improvement initiatives.
  • Experience supporting the implementation of digital learning and assessment platforms, including QLearn and other technologies that enhance student engagement and program delivery.
  • Current or previous experience within an RTO environment, including VET compliance, curriculum leadership, or training package implementation, would be highly regarded.
