In this role you will be responsible for the ongoing development, implementation and maintenance of the Operational Assurance Framework to ensure critical risks within Specialist Operations are identified and mitigated appropriately, business improvement initiatives are harnessed and will encourage an overarching culture of performance and accountability.

The primary accountabilities of the Principal Adviser, Operational Assurance include:

  • Provide advice and support to the Director and the leadership team of Psychological Services (PSU), on risk identification and mitigation strategies, and achievement of best practice processes in accordance with QCS Legislative, Procedural, Quality Assurance and Risk Management Frameworks.
  • Work closely with the Director and the leadership team to drive the continued development, implementation, evaluation and enhancement of the governance arrangements that operate within PSU to ensure statutory, procedural and performance obligations are met;
  • Support the maintenance of the Agency's governance arrangements and the ongoing development and maintenance of mechanisms for collecting, analysing and reporting performance outcomes to support operational and senior management decision making;
  • Develop, review and evaluate key performance measures, indicators and counting rules ensuring they meet strategic and operational information requirements;
  • Work closely with the Director, managers and key stakeholders to develop and implement innovative and practical strategies which achieve continuous business improvement within PSU;
  • Work closely with key stakeholders to respond effectively to findings and recommendations made by oversight bodies that review and evaluate PSU performance;
  • Monitor, evaluate and provide advice to the Director and managers in PSU on changes to the statutory, policy and operating environment, both within PSU and externally, to identify changing needs, risks, new opportunities and threats associated with PSU and Specialist Operations accountabilities;
  • Maintain own high level of knowledge of legislation, standards, codes of practice, QCS policies and procedures in order to provide high level support, tools and guidance to PSU management and staff to enable them to meet their accountability obligations;
  • Monitor and coordinate governance reporting activities on behalf of PSU;
  • Manage the timely preparation, accuracy and quality of reports, papers, briefings, cabinet submissions and other correspondence;
  • Demonstrated high level negotiation and liaison skills, and ability to liaise effectively and productively with a range of internal and external clients and stakeholders to achieve corporate outcomes;
  • Lead staff within PSU to ensure the development and maintenance of positive and effective working relationships with internal and external stakeholders;
  • Maintain own high level knowledge of contemporary issues involving QCS ensuring areas of potential risk associated with PSU functions are identified, analysed and managed through the appropriate communication and sharing of information with the Director, the leadership team and key stakeholders as relevant.
