The Cross River Rail Delivery Authority is building a new 10.2km rail line that includes 5.9km of twin tunnels running under the Brisbane River and CBD; with four new underground stations at Boggo Road, Woolloongabba, Albert Street and Roma Street.

Once complete, it will provide trains with a much-needed alternative rail path through the core of the current SEQ Rail network, unlocking a bottleneck and allowing more trains to run more often across the whole of South East Queensland.

The Cross River Rail Delivery Authority is also delivering multiple supporting projects and activities in conjunction with the Department of Transport and Main Roads. These include accessibility rebuilds for eight surface stations, construction of three new stations on the Gold Coast; upgrades for stabling yards; track works and surface rail enhancements; and the introduction of a new ETCS digital signalling system.

About the Role

As we enter a critical phase of delivery, this is a rare opportunity to take on a strategically important leadership role within one of Australia's most complex infrastructure programs. Reporting to the Director, Customer and Program Strategy, you will lead the Program Performance Office and provide leadership across governance, reporting, assurance and change management functions. The role also provides strategic leadership of the program controls function through the Head of Program Controls, who leads planning and scheduling, cost control, risk and project information disciplines. Together, these functions support confident decision making and disciplined program delivery through to First Passenger Service.

Working at the centre of the program, you will establish and maintain an integrated view of performance across scope, schedule, cost, milestones, risks, issues and dependencies, providing senior executives, the Executive Leadership Team and the Board with the insight, challenge and decision support required to successfully navigate the final stages of delivery.

Leading a multidisciplinary team, you will help strengthen transparency, accountability and delivery confidence across the program while influencing key decisions and driving continuous improvement. This opportunity is offered as a fixed term contract until September 2029.

Key Responsibilities:

  • Lead governance, reporting, assurance and change management functions, setting strategic direction and performance expectations
  • Lead the program controls function through the Head of Program Controls, setting strategic direction across planning and scheduling, cost control, and risk
  • Lead the development and continuous improvement of governance, reporting, risk, assurance and controls frameworks
  • Establish and maintain an integrated view of performance across scope, schedule, cost, milestones, risks, issues and dependencies
  • Lead executive, Board and governance reporting, providing clear insights that support decision making
  • Lead the governance and assurance of integrated change management processes and approvals
  • Lead program and enterprise risk and opportunity management, ensuring material issues are identified, escalated and actively managed
  • Drive the effectiveness of governance forums, decision making processes and assurance activities
  • Provide independent analysis and constructive challenge on program performance, forecasts, readiness and emerging risks
  • Integrate First Passenger Service milestones, readiness dependencies, risks and assurance requirements into program controls and executive reporting
  • Lead and develop multidisciplinary teams while driving accountability and capability development

About You:

  • Experience designing and operating governance and assurance arrangements that support accountability, escalation and effective decision making
  • Ability to lead the development of executive and Board reporting that converts complex program information into clear insights, decisions and accountabilities
  • Ability to connect scope, schedule, cost, milestones, forecasts, risks and dependencies to provide a coherent and reliable view of program performance
  • Strong risk and opportunity management capability, including the ability to provide independent analysis and constructive challenge
  • Ability to translate complex program information into clear insights and recommendations for senior decision makers
  • Proven leadership experience developing multidisciplinary teams and building effective relationships with stakeholders
