The Cross River Rail Delivery Authority is building a new 10.2km rail line that includes 5.9km of twin tunnels running under the Brisbane River and CBD; with four new underground stations at Boggo Road, Woolloongabba, Albert Street and Roma Street.

Once complete, it will provide trains with a much-needed alternative rail path through the core of the current SEQ Rail network, unlocking a bottleneck and allowing more trains to run more often across the whole of South East Queensland.

The Cross River Rail Delivery Authority is also delivering multiple supporting projects and activities in conjunction with the Department of Transport and Main Roads. These include accessibility rebuilds for eight surface stations, construction of three new stations on the Gold Coast; upgrades for stabling yards; track works and surface rail enhancements; and the introduction of a new ETCS digital signalling system.

About the Role

As Stakeholder Engagement Manager, you will manage external communication, stakeholder engagement and issues management for network disruptions, construction activities and other significant changes associated with Cross River Rail.

Working closely with internal teams, government entities and delivery partners, you will develop and implement targeted communication and engagement strategies that build stakeholder and customer awareness, understanding and preparedness ahead of changes to the public transport network.

This is a hands-on role requiring you to understand complex project and operational information, identify the implications for affected stakeholders and customers, and translate that information into clear and timely communication. You will also monitor emerging concerns and reputational risks, coordinate appropriate responses and ensure stakeholder considerations inform project planning, decision making and implementation.

This opportunity is offered as a fixed term contract until September 2028 with possible extension.

Key Responsibilities:

  • Develop, implement and evaluate targeted communication and stakeholder engagement strategies for network changes, disruptions and broader project activities
  • Coordinate communication and engagement with project teams, government entities and delivery partners to build stakeholder and customer preparedness
  • Plan and deliver engagement activities associated with construction works, project milestones, testing and commissioning, and significant network changes
  • Build productive relationships with government agencies, contractors, businesses, and community representatives
  • Identify and manage emerging stakeholder concerns, issues and reputational risks, providing timely advice and escalating significant matters
  • Ensure stakeholder engagement and communication activities comply with relevant conditions of approval, contractual obligations and government requirements
  • Develop clear, accurate and accessible communication materials, briefings and reports based on complex project and operational information
  • Monitor engagement outcomes and stakeholder feedback, adjusting strategies and approaches as project requirements evolve
  • Contribute to executive and government reporting, including ministerial briefings, statements and Board reports

About You:

  • Demonstrated experience developing and delivering complex communication and stakeholder engagement strategies, ideally within major infrastructure or public transport environment
  • Experience managing communication and engagement associated with significant operational change or disruption
  • The ability to build credible relationships, influence outcomes and negotiate across government, industry, business and community groups
  • Strong issues management capability, including the ability to identify stakeholder concerns and reputational risks, develop appropriate responses and provide clear advice
  • Excellent written and verbal communication skills, with the ability to translate complex technical, project and operational information into clear communications and briefings
  • Strong project management and organisational skills, with ability to coordinate multiple activities, manage competing priorities and respond effectively to changing requirements
  • Tertiary qualifications in relevant field are highly desirable. Professional training in community and stakeholder engagement is also desirable
