About us

The Queensland Fire Department (QFD) provides fire prevention, preparedness and response services to fire in the built and landscape environments, as well as scientific and specialist capabilities to Queensland communities. The QFD provides a multi-hazard emergency response, including road crash rescue, bushfire, hazardous material, technical and vertical rescue, severe weather incidents, remote and swiftwater rescue, and provides a number of functions supporting community safety outcomes.

The department encompasses Queensland Fire and Rescue (QFR), Rural Fire Service Queensland (RFSQ), as well as the broader department which work together to pre-empt, prevent, mitigate and manage the consequences of fires and other emergencies on Queensland communities and support our large volunteer membership across the state.

The QFD is an organisation that is committed to reframing the department's relationship with Aboriginal and Torres Strait Islander peoples, communities, and organisations through activities identified in the QFD Reframing the Relationship Plan, contributing to Closing the Gap outcomes and building our cultural capability.

Purpose of the role

The Security Management Unit sits within the Governance, Risk and Compliance Branch which is responsible for assurance and administrative integrity functions for the department and delivering support to the Minister, Commissioner and QFD senior executives in meeting statutory and whole-of-government requirements. Specifically, the Unit focusses on the protective security of QFD personnel, assets and information and is responsible for ensuring QFD meets its obligations under the Queensland Protective Security Framework (QPSF).

Reporting to the Director, Governance, Risk and Compliance, you will lead and manage the functions of the Unit within the appropriate financial and human resource delegation in the establishment. You will be responsible for developing and reviewing the department's Protective Security Strategy and associated, processes and plans in line with the QPSF, the Australian Protective Security Policy Framework (where practicable) and other contemporary risk-based protective security standards. You will facilitate the development, implementation and review of strategic and operational policy and programs which assist in the protection of the department's systems (physical, virtual and administrative) from the threat environment and identified security risks. You will collaborate with key stakeholders, particularly focusing on protective security principles and governance to ensure QFD personnel, assets and information are secure and protected.

Key requirements

Mandatory requirements
* The successful applicant must possess or be able to obtain and maintain a security clearance to the minimal level of Negative Vetting Level 1 (see additional information).
* Relevant tertiary level qualifications in the field of security/intelligence and risk management/ policy development.


Highly desirable requirements
* Knowledge and experience in the field of security and risk management and/or qualifications in Government Security (Security Risk Assessment).


Your key accountabilities

Your part in the ongoing success of our department, in supporting frontline services will see you responsible for a variety of work, including, but not limited to:
* Lead, coordinate and manage development, implement and review of protective security policies, programs and functions to inform awareness, understanding and innovation in the delivery of protective security across the department and the protection of QFD personnel, assets and information.
* Influence change and change management practice and processes in the development and implementation of operational policy, systems and procedures relevant to risk-based protective security standards to ensure QFD meet its obligations under the framework.
* Provide strategic advice to the Agency Security Executive (Chief Security Officer), and senior executive members in relation to the department's QPSF compliance, standards and strategic protective security activities.
* Collaborate and advise across state, territory and Commonwealth governments and non-government stakeholders regarding security and counter-terrorism risk management-related policies, practices and operational issues.
* Manage, prepare and review complex reports, briefs, submissions and correspondence relevant to protective security initiatives, incidents, and mitigation strategies to reduce risk, in accordance with departmental requirements and governance.
* Build and sustain professional and effective working relationships and networks to liaise and negotiate in the resolution of issues and mitigating emerging risks in a protective security and/or national security environment.
* Represent the department at committees, working groups and forums to build awareness, and develop and promote statewide protective security strategies to meet agreed outcomes across agency security maturity.
* Lead and manage team capability, fostering positive teamwork, through untilisation of human, financial and other resources, and assist in the ongoing development of staff through performance, planning and review
