As Senior HR Officer, this position is responsible for providing professional, practical and sustainable HR solutions and advice, as well as leading key program and project management activities to support the cohesive, rapid and effective implementation of Forensic Science Queensland (FSQ). This role will work flexibly and collaboratively with other senior and corporate staff across a broad team environment, to ensure effective partnerships, forward planning and governance in the timely set up and delivery of a high-quality, well-structured FSQ entity.

Your key responsibilities
• Adhere to defined service quality standards, health and safety policies and procedures relating to the work being undertaken to ensure high quality, safe services and workplaces.
• Take a HR lead role in the implementation of various change and improvement projects and initiatives to ensure project delivery within required scope, quality, time and cost.
• Liaise with key stakeholders regarding any potential disruption to implementation activities (such as recruitment and onboarding, training and accreditation etc), service delivery or reporting requirements
• Proactively manage, monitor and report on quality, risks, issues, interdependencies, scope and key performance indicators, ensuring the appropriate level of priority, visibility and escalation.
• Initiate, influence and maintain relationships with and between internal and external stakeholders and deliver change management interventions to ensure the successful delivery of projects.
• Facilitate effective communication and foster relationships through lessons learned, feedback mechanisms and management of expectations, for internal stakeholders and external partners (eg payroll) and provide support to others when required.
• Analyse, document and manage or escalate risks and provide impartial advice on complex policy and operational issues impacting the successful establishment and ongoing function of FSQ.
• Provide expert consultant services to support FSQ leadership on various HR related issues, needs and business requirements.
• Identify and provide subject matter expertise on industrial relations and employee relations risks, including engaging with unions and forums where required.
• Provide high quality written communication to management, clients and stakeholders and prepare required briefs, memos and correspondence for executive audiences.
• Provide subject matter expertise in relevant legislation, enterprise agreements, awards, policies and practices, particularly in relation to Organisational Change.
• Support the Manager, HR and Project Operations in the governance and management of relevant HR frameworks, policies and procedures.
• Work with business areas to influence a positive culture within FSQ.
• Fulfil the responsibilities of this role in accordance with Queensland Public Service Values.
Technical skills, abilities and cultural capability
• Strong ability to deliver high level HR solutions that contribute to the organisations objectives including proactively identifying risks, managing and escalating accordingly.
• Demonstrated strong interpersonal communication, business acumen and consulting and negotiation skills with proven capacity to influence and provide authoritative
advice to all levels within an organisation including senior leaders.
• High level written communication skills, including comprehensive advice, presentation, and report writing capabilities with the ability to understand and interpret data and legislation as it relates to HR management activities.
• Demonstrated organisational skills with the ability to work autonomously, set priorities, manage competing priorities, coordinate activities and monitor and report on the progress of key initiatives.
• Well-developed knowledge of contemporary HR management and systems (myHR), employment legislation, awards and agreements, policies and to identify and resolve workforce issues.
• Demonstrated aNalytical skills, the capacity to exercise sound judgement and the ability to develop creative and innovative solutions to complex problems.
