About the Role
- Provide high level business advice and operational support to Divisional, project and cost centre managers on operational and capital financial performance reporting, budgeting, forecasting, asset accounting, available funding and other financial management issues to enhance operational and capital project outcomes.
- Prepare accurate, insightful, concise and timely performance reports in a monthly cycle that facilitates informed evidenced based decision making by Divisional management and other stakeholders and enhances continuous financial improvement for resource allocation efficiency.
- Maintain contemporary knowledge of legislation and standards regarding financial management and budgeting, including activity based funding, and financial management policies and procedures to ensure the organisation has sound financial governance in order to comply with regulatory and legislative requirements.
- Maintain and enhance organisation project accounting structures to ensure project transactions are correctly classified between operating and capital expenditure, in compliance with CHQ capital accounting requirements.
- Maintain and enhance the key control document templates as specified in the CHQ Project Management Framework.
- Undertake financial verification of project concept briefs and business cases to ensure full consideration of project delivery expenditure, financial risks, and change to business as usual operating expenditure in the post-implementation project stage. Including the verification of potential project funding sources and identifying submission requirements for project manager and respective project leads.
- Coordinate monthly actual and forecast expenditure projections and actual and forecast project milestones and updates the Qld Health's Capital Intelligence Portal (CIP).
- Prepare effective financial planning and reporting requirements for CHQ's Strategic Asset Management Plan (SAMP).
- Develop effective working relationships with a range of multi-disciplinary staff to support and enhance the financial responsibilities and resource allocation for Divisional and cost centre management, which includes regular attendance in divisional management office locations.
- Coordinate regular performance review meetings with Divisional, project, cost centre managers, asset and financial accountants in accordance with the CHQ Performance Management Framework and Cost Centre Manager Assurance.
- Prepare divisional and cost centre annual budgets and maintain budget papers and reports in accordance with prescribed CHQ Budget Guidelines and timeframes.
- Manage internal divisional budget allocations in line with the Department of Health service contract obligations.
- Prepare regular project and service divisional full year forecasts identifying potential differences when compared annual budget targets to inform key stakeholders about expected financial risk. In addition, make recommendations to enhance financial performance and maintain budget integrity based on forecast results.
- Promote continued professional development of cost centre managers in financial management functions via informal and formal training programs.
- Proactively identify system and process improvements and lead and/or undertake change management initiatives to achieve agreed outcomes.
