Queensland Health is currently undertaking one of the largest health infrastructure programs ever seen in Australia. The largest of these, the Hospital Rescue Plan (HRP) is a visionary program designed to bring service and capabilities to more Queenslanders than ever before. The Hospital Rescue Plan will deliver 3 new hospitals, a new Queensland Cancer Centre, and the expansion of 11 existing hospitals resulting in 2,600 additional beds across Queensland. This role will manage all aspects of testing delivery for the digital ICT systems and components for the Hospital Rescue Plan projects.

The role:
The role will manage all aspects of testing delivery for the Digital Capital Program's digital ICT systems and components, including the design and implementation of a Program Test Strategy, consolidated testing status reports, and test assurance processes to ensure end-to-end alignment across all stakeholders involved in digital components for each project.
The key responsibilities of this role include:
Provide authoritative and influential advice to the Portfolio Director, Digital Leads, project managers and other stakeholders on testing governance, reporting, team establishment, risks and opportunity identification, change management and issue mitigation.
Establish a program-wide testing strategy and framework, ensuring quality and assurance standards and alignment to the strategic direction of the branch.
Lead and guide testing resources, enhancing performance by providing professional support, coaching and direction to team members and determining resource allocation, priorities and quality standards for testing resources.
Establish a test reporting framework to be utilised by all digital work package teams. Actual testing activities will be performed within the work package team in compliance to the testing framework and assurance processes established by this role.
Oversee and manage the definition and satisfactory completion of all testing activities across the program level for multiple, large scale and complex technical solutions.
Manage ICT testing resource requirements within agreed scope, budget and timelines, providing appropriate levels of project governance and reporting, assessing risks, determining the impact to the organisation and recommending mitigation strategies.
Identify and define major obstacles in clinical and system-wide programs, recommending strategies to ensure timely and effective delivery of project requirements.
Ensure the implementation of quality testing methods align with the Queensland Health ICT Testing Governance Policy framework which encompasses strategies, policies, processes, templates, tools and standards.
Promote techniques and methodologies prescribed by the Queensland Health Testing Competency and Assurance unit and ICT testing policy.
Build and maintain influential and consultative relationships with eHQ executives, senior management and stakeholders, negotiating and liaising to implement testing strategies, communicating change and identifying continual improvements.

To be successful in the role, you will be able to demonstrate:
Experience in the definition, management and planning of all testing activities within a large, complex ICT program.
Experience in the management of all phases of testing, including plans, resources, costs, timescales, test deliverables and auditability for large, complex ICT program/project(s).
Stakeholder relationship management skills, including the ability to initiate relationships and influence key stakeholders to ensure the delivery of required IM/ICT outcomes
Experience in the provision of expert knowledge in relevant testing techniques and methods and tools for large scale complex organisations.
Experience in large scale complex hospital construction and development projects and program will be highly regarded.
Experience in the construction industry as it relates to digital implementation will be highly regarded.
