Purpose of specific work area and position

The Operational Support function comprises of operational and non-operational staff within two teams - fleet enablement and centralised equipment management and is responsible for overseeing the operationalisation of a coordinated response from an assets perspective to support volunteer and Brigade operations. The Fleet Enablement team is responsible for managing fleet activities to support the operationalisation of a coordinated response to fleet procurement, operations, maintenance, and disposal activities.

Reporting to the Executive Manager Operational Support, you will lead and manage the functions of the team in the development and maintenance of operating standards, user acceptance and commissioning requirements, critical issues management, compliance oversight, training content provision, and stakeholder consultation. You will work closely with stakeholders within Asset Services Directorate to provide expertise in assisting with the prioritisation of fleet investment to ensure optimal allocation of resources to meet current and future fleet demands.

Highly desirable requirements
* Queensland Government Procurement (Level 2 certification) or can obtain skills within agreed timeframes.
* Sound knowledge of benefits realisation and project management concepts.
* Demonstrate an ability to communicate effectively with a wide range of stakeholders from rural and remote communities.


Primary duties

This RFSQ Role Specification Statement appends to the generic RFSQ Inspector role description (key accountabilities and capabilities), and provides clarity on the duties of this role, and will see you lead by example and model Queensland Fire Department values and behaviours in the delivery of the responsibilities of the role, which includes:
* Lead the process for consolidating regional input into fleet specifications and plans, ensuring operational requirements are effectively considered in statewide asset planning undertaken by Asset Services Directorate.
* Support fleet procurement through coordination of stakeholder consultation and participation in product evaluation processes and ensure fleet management is aligned with organisational asset management frameworks, plans, and policies.
* Manage the delivery of high value unplanned fleet maintenance services in line with organisational assets maintenance plans, policies, and procedures.
* Maintain oversight and monitor trends in fleet insurance claims and manufacturer recalls, ensuring proactive strategies are identified, developed, and implemented to address issues and trends.
* Work closely with the Asset Services Directorate to lead user acceptance and commissioning processes, critical issues management, and compliance oversight, to support regional fleet management activities.
* Utilise user feedback and environmental scanning to identify innovative fleet solutions, ensuring RFSQ fleet is contemporary and fit-for-purpose.
* Translate manufacturer operating specifications into service-specific operating standards for fleet and develop, implement, and evaluate fleet induction programs.
* Lead, facilitate and/or participate in committees, networks and working groups to provide specialist advice and champion collaborative solutions to address fleet priorities and best-practice opportunities.


Additional information

* Applicants most suitable for the role will hold the rank of substantive Inspector, RFSQ however Rural Officer Two (RFSO2) with the appropriate skills and knowledge are encouraged to apply.
* Volunteers and external parties with appropriate skills are highly encouraged to apply, noting that they may be asked to provide additional information to satisfy internal policies.
* Have a proven commitment to maintaining bushfire competencies and operating in a regional team environment.
* Incumbents may be required to travel and work within their area of responsibility and may also be required to undertake intrastate and/or interstate deployment and travel.
* This is a day work position yet may require flexible hours of work to meet functional demands, including working at night on weekends as part of the role.
* Incumbents appointed to this position will participate in a personal professional development programme developed in conjunction with their supervisor.
* Incumbents must have proven commitment to maintaining competencies and operating in a team environment.
* Those appointed to a role within the QDMA (Queensland Disaster Management Arrangements) framework will undertake appropriate regularly training, to maintain your role within RFSQ as a member of any QDMA appointed position.
