The Human Resources Branch delivers expert advice and support across Queensland Health, covering HR policy and strategy, employee relations and industrial reform, executive remuneration frameworks, safety and wellbeing systems, leadership and capability development, workforce management and recruitment, performance and conduct services, and HR analytics. The Branch also provides implementation support for whole‑of‑government workforce initiatives.

About the role:
As a Senior Advisor, you will provide high level advice and support on the application of legislative and industrial instruments within Queensland Health's employment framework to deliver positive employee, line manager and end-user outcomes. You will be responsible for developing change requests, supporting the co-design of business requirements and processes. The Senior Advisor participates in problem identification, complex data analysis and preparation of change documentation relating to payroll and rostering arrangements.
Key responsibilities include:
- Maintain current knowledge and understanding of Queensland Health's industrial framework, including policies, instruments and legislation, to support change management activities associated with the implementation across payroll and rostering systems.
- Collaborate with industrial relations experts and stakeholders to capture a clear understanding of business change requirements that will maximise the end-user experience and efficient workforce processes to enable payroll and rostering systems changes.
- Provide advice and support to stakeholders in the application and interpretation of relevant legislation and industrial instruments including, HR policies, enterprise bargaining agreements and directives as they relate to payroll and rostering systems.
- Analyse and review new and existing business processes to ensure compliance with industrial instruments within Queensland Health's employment framework and the successful integration of changes.
Role fit:
The ideal candidate will bring advanced knowledge of Queensland Health industrial instruments, including awards, enterprise agreements, policies and directives, and how they apply to pay and leave outcomes in a large and rapidly evolving environment. You will be skilled in conceptualising, developing and communicating business requirements that align with industrial and regulatory conditions, and capable of applying analytical and innovative problem‑solving approaches to complex workforce data to produce high‑quality briefings and reports. The role requires proven experience in planning and delivering business outcomes across multiple projects with agility and contemporary change management practices, along with well‑developed communication and stakeholder engagement skills to tailor messaging effectively for diverse audiences.
