About the role:

The Manager, Arbitration Team (Employment Relations) provides strategic leadership and operational oversight of a specialist team delivering industrial relations and advisory services for Queensland Health. The role is accountable for the effective management of arbitration proceedings and related tactical employment relations matters, ensuring high-quality, timely, and risk-aware outcomes. As a senior leader, the Manager is responsible for team performance and outcomes and contributes to collective decision-making as a member of the Workforce Relations and Policy management team.

Your key responsibilities include:

  • Oversee and manage arbitration and other complex industrial relations matters, including directing the preparation of affidavits and evidentiary material, liaising with witnesses, coordinating submissions, and project managing matters in compliance with QIRC directions, statutory requirements, prescribed timeframes, and emerging industrial issues.
  • Provide high level strategic advice and support to senior executives, managers, employees and unions to facilitate the effective and consistent delivery of industrial relations and human resource services state wide.
  • Represent the Department of Health at a senior level in a wide range of settings, including during industrial negotiations; as a participant in high level forums and committees; or as an advocate in various commission and tribunal hearings.
  • Provide professional leadership and support in the implementation of whole of government and Department of Health industrial relations policy and initiatives across the Department and/or Hospital and Health Services.
  • Conduct major reviews on industrial relations services, practices, procedures and policies, including leading high level analysis and developing and promoting changes to support Department of Health and Hospital and Health Service objectives.

Role fit:

The ideal candidate for the Manager, Employment Relations, Arbitration position brings deep knowledge of industrial relations and HR frameworks, with the ability to apply them confidently to resolve complex matters. You will have experience in/or knowledge of the healthcare sector and clinical workforce terms and conditions of employment, or demonstrated capacity to rapidly acquire such knowledge. The ideal candidate demonstrates exceptional consultation and communication skills, navigating sensitive issues with professionalism and impartiality. You will excel in leading and developing teams through effective delegation and coaching, and bring proven expertise in driving organisational change and improvement initiatives.
