The role
The Principal Technical Specialist will lead and support the design, code development, planning, and implementation of large‑scale and complex Identity and Access Management (IAM) solutions to enable enhanced health service delivery.
This role is responsible for the leadership, support, and continuous improvement of the IAM solution, ensuring technical deliverables are designed, developed, and implemented successfully within agreed performance, quality, and security criteria. The position plays a critical role in enabling reliable, secure, and scalable identity services that underpin and enhance health service delivery across the organisation.
Key responsibilities:
- Manage the design, code development, planning and implementation of the Enterprise Identity Access technical solutions, ensuring alignment with best practice IM/ICT design and delivery frameworks.
- Specifies and designs complex systems and recommends appropriate design standards, methods and tools, consistent with agreed enterprise and solution architectures and ensures effective application.
- Maintains in‑depth knowledge across relevant technical specialisms and provides expert advice on Identity and Access Management (IAM) applications.
- Designs, implements, and supports automated solutions for user provisioning, modification, and deprovisioning to streamline and standardise identity workflows.
- Ensuring Compliance: Maintaining alignment with organisational policies, security standards, and audit requirements
- Enterprise Integration: Designing and executing integrations between IAM systems and enterprise applications to support seamless access and data flow
- Continuous system improvements through code development & maintenance: Tailoring NetIQ IAM components to meet evolving business needs and ensuring ongoing system stability and performance Utilises NetIQ Identity Manager (IDM) to implement policy‑driven identity management, developing rules primarily using DirXML Script, an XML‑based scripting language. Where appropriate, XSLT and ECMAScript are also leveraged for specific policy and transformation requirements.
- This position demands a strong understanding of identity governance, access control, and enterprise architecture, along with the ability to collaborate across technical and business teams to deliver secure, scalable solutions.
About you
We are searching for someone who:
- Experience in the design, publication, implementation, code development, compliance and delivery of technical solutions in enterprise systems to industry best practice frameworks for large scale, complex IM/ICT program/project(s) with experience in some or all of the following hardware software: NetIQ Identity Manager driver development, Virtual Infrastructure, Windows, Unix and Linux Server Operating Environments, Cloud and Directory Services – Entra/AzureAD, eDirectory and ADFS, DirXML, XSLT and ECMAS Scripting, ServiceNow integration and PowerShell Scripting, preferably in the healthcare industry. - Experience designing systems and providing expert knowledge in relevant design standards, techniques and methods and tools for large scale complex organisations. (SFIA Skill: DESN: Level 4, METL: 5)
- Demonstrated experience in the assessment, analysis, development, documentation and implementation planning of changes for large complex IM/ICT program/project(s). (SFIA Skill: CHMG: Level 4)
- Demonstrated high level analytical, conceptual and problem solving skills with a proven record in the assessment and evaluation of technical requirements within a complex IM/ICT environment.
- Well-developed interpersonal, written and oral communication skills including the ability to negotiate, advise, influence others and work collaboratively with people to make decisions. (NHS: Effective and strategic influencing, Collaborative working)
