The role:
Reporting to the Manager, Governance and Risk, this role provides high level advice and leadership in governance and secretariat services for CES Programs. The role will support the development and review of secretariat processes and governance standards, undertake quality assurance activities and prepare reports and briefings for Boards, Committees and executive stakeholders.
Key responsibilities:
- Provide high level support and advice in relation to secretariat services and governance activities by assessing feasibility of process improvements, establish and embed secretariat methods, tools, processes and standards and recommend new approaches to drive continuous improvement.
- Ensure use of accepted program and project management methodology and governance frameworks to ensure secretariat processes and procedures are consistently applied across all CES Programs Boards, Committees and Forums.
- Work collaboratively with business representatives, delivery streams and senior stakeholders and provide high level expert advice regarding secretariat services and governance for CES Programs, including the Program Integration Office and associated Boards and Committees.
- Ensure quality and process compliance across all secretariat functions, in a practical and workable way, to ensure service provision to governing bodies is maximised and disruptions to program decision-making are minimised.
- Contribute to quality assurance activities, review governance documentation and secretariat artefacts to ensure quality standards are upheld including (but not limited to) accuracy, consistency and alignment with program governance requirements.
- Act as first escalation point for complex/difficult secretariat matters, governance, risks and issues arising across CES Programs delivery portfolio.

- High level knowledge and understanding of current practices in secretariat services, program governance and board management, particularly in relation to complex IM/ICT program delivery environments.
- Well-developed critical thinking and problem-solving skills with the ability to support quality assurance activities and develop process review documentation, reports and recommendations to support decision making.
- Well-developed communication skills with the ability to engage, influence and connect with others and build positive productive working relationships.
- High-level organisation skills with the ability to coordinate and support a secretariat service, including quality assurance function across multiple Boards, Committees and Forums and manage competing priorities in a dynamic, time critical environment.
- Demonstrated ability to coach and develop team members in secretariat services, program governance and board management activities.
