The role:
Reporting to the Practice Manager - Change Management, the Principal Business Change Officer will support the Business Change Practice, which is responsible for guiding and enabling business change professionals across the Delivery Services Branch, eHealth Queensland. This is not a traditional project delivery Business Change role. This is not a traditional project delivery Business Change role. Rather than being embedded within a single project or initiative, the role focuses on strengthening Business Change capability across the branch through facilitated support, capability development, frameworks, mentoring, Communities of Practice, and practice leadership activities.
This position plays a key role in delivering facilitated change support and capability uplift across the branch, while working closely with the Practice Manager to:
- Provide early, targeted intervention to address change risks, capability gaps, or delivery friction identified across initiatives.
- Collaborate with a variety of stakeholders to support the implementation and continuous improvement of the Business Change competency framework and self-assessment tool, ensuring alignment with best practices and industry standards.
- Contribute to the development, enhancement, and standardisation of change management frameworks, process guides, and templates, improving consistency and quality across the Delivery Services Branch.
- Support the growth of the Business Change Community of Practice and its associated SharePoint site, fostering capability uplift and a consistent approach to change management practices.
- Provide specialist, hands-on advice and facilitated support to programs and projects, supporting the practical application of Business Change methods across complex, high-risk or high-impact initiatives.
- Partner with service teams to diagnose change challenges, readiness and impacts, and translate insight into proportionate, fit-for-purpose change approaches that support successful delivery.
- Support and shape the onboarding of new business change professionals, ensuring they are equipped with the knowledge, tools, and best-practice methodologies needed for success.

To be successful in this role, you will:
- Bring demonstrated capability in leading and enabling Business Change practice within complex project and program environments. You will have experience applying contemporary Business Change frameworks, methods, tools, and standards to support consistent, high-quality delivery outcomes across multi-disciplinary teams.
- Be confident providing specialist advice, guidance, and thought leadership, with the ability to engage and influence a diverse range of stakeholders, support strategic decision-making, and embed consistent Business Change practices across complex delivery environments.
- Have experience designing, delivering, and supporting capability uplift initiatives and professional learning activities, including Communities of Practice, development programs, facilitated learning sessions, and knowledge-sharing initiatives that respond to organisational priorities and evolving workforce needs.
- Bring experience contributing to the development and continuous improvement of competency frameworks, self-assessment tools, learning resources, and practice maturity initiatives that support measurable and sustainable workforce capability growth.
