Identifies and develops talent to create an engaged and committed workforce
Develops a positive workforce culture aligned to QCS values and objectives
Assist the management team within the centre to plan for current and future workforce needs for the Unit to ensure execution of QCS strategies
Contribute to the success of the QCS Workforce Strategy
Promote the current performance management system and actively participate in performance management activities
Coach and mentor staff through the provision of constructive feedback and managing under-performance
Contribute to the development and implementation of a skilled and responsive workforce

- Interpersonal skills for negotiating with internal and external stakeholders, who often have competing interests, on sensitive and complex issues
- Experience in managing contracts and relationships with external providers within a partnering and performance monitoring framework
- Management skills, including project, human resource and financial management skills, to ensure the effective utilisation of resources, and management of change impact within the team
- Community engagement, key stakeholder liaison and/or working with special interest groups particularly in the criminal justice system
- Ability to build and manage ongoing working relationships with a range of stakeholders
- Demonstrated communication, negotiation and conflict resolution skills for liaising with management and staff at all levels, to gain commitments and negotiate service delivery, priorities, deadlines, resources and other relevant issues
- Knowledge, interpretation and application of legislation, policies and procedures appropriate and relevant to human resource management specifically
- Organisational skills with the ability to set priorities, coordinate activities and meet deadlines
- Performance assessment and feedback skills
- Experience in the application of legislation, codes of practice, policies and procedures
- Knowledge and experience in the application of risk management strategies and methodologies to ensure the identification and mitigation of risk
- Detailed and current knowledge of Government and Agency directions, objectives, policies and procedures, as well as a sound knowledge of relevant legislative and statutory requirements, particularly related to correctional operations
- Experience in research and analysis and the ability to apply this information and resolve issues
- Highly developed oral communication skills for dealing with enquiries and training staff in standards and processes
